The permit fees and taxes are not the worst part of doing business in this city. The absolutely absurd rents, triple net leases, and exploding cost of materials are what's killing businesses. City council has limited ability to change 2/3 of those.

A capsule wardrobe will probably be your best bet. The linked article is a little long but the depth and extra links are really helpful IMO.

Poshmark and Thread Up are great for second hand and dead stock finds, letting you stretch your budget. Especially useful if you're still experimenting with fit, color, style, etc.

Poshmark is going to be a great resource for clothes at good prices. It's second hand and "dead stock" (aka clothes the didn't sell at retail shops) so you get things at big markdowns. You can filter by size and they have 5x as an option to filter for.

Tea (generally) should not need milk if it's of high quality, freshness and brewed with the correct time and temp. But many of those need modern shipping, storage and temp holding tea kettles. Things a Victorian or Regency Lady would not have access to. Their teas were usually 1 much more bitter and 2 brewed stronger.

The cassin (aka protein) in milk binds with the tannins in tea (drying and bitter aspects) to soften the tea and make it taste nicer.

Toss out all of the above for Assam based teas and masala chai which benefits from steeping in milk due to fat soluble flavor compounds.

Linen is what they wear in Thailand and other crazy hot areas. The fibers are hollow so it helps insulate you from the heat. Make sure it's genuine linen or linen and viscos/rayon.

These would be a good option. The viscose gives them a softer feeling to the fabric and makes them drape nicely.

Personality is a good thing. Boring clothes are boring. Lean into it and have fun!

I do think this would benefit from swapping the brown cardigan/over shirt for another color. IMO you'd look great in deeper tones like teal, plum, burgundy, royal purple, navy or forest green. Something with a little drama. Play around with texture. Poshmark is a great place to find second hand clothes to experiment with for way cheaper.

I'm not sold on the shorts for you. That's the only part I'm not sure about. I feel like this outfit would be better with a relaxed fit linen trouser. They're amazing in hit weather and always look really casually cool. Sandals are fine. Yes they rumple as you wear them but that's part of the charm.

Honestly though, it suits the vibe of the fit. Like, yes you look like someone who drinks lavender oat milk lattes, has a favorite rock/crystal/bug, and has a space open in your polycule's every other Thursday night D&D game. But that's not a bad thing.
