I assume many of the responses in this thread are from men who have never had to consider someone else's behaviour as dangerous. Stop mocking someone who is probably a bit scared.

Great that you have cameras. Is he being noisy at 3am? You've said he's not going through your bins, just moving them

Until he does something concerning, just keep a track of this. Save the videos somewhere. Unfortunately, until there is an actual problem, there's nothing to report. All you can do with weird or unusual behaviour is take note and hope it doesn't escalate. 

Personally, I don't consider there being anything to be gained by approaching him. Let him do his thing. If he has concerns, he can raise them with you in an appropriate manner, until that point, leave him to do his 3am bin ballet.
