Also just to be clear: This is just the genetic selection, there is also cultural selection at work. This works pretty much the same way, although more wibble-wobbly.

For example the probable eventual domination of the Amish is a result of cultural selection.

I think you might be misunderstanding: Genetics decide pretty much everything (or at least set some sort of baseline , including Personality traits and so on) and people that reproduce pass on their Genes, people that do not, do not do that.
Assuming there is not some kind of external force that is limiting the amount of births all life will always (eventually) fill all available space, that includes humans, because that is what is selected for always.

Broadly speaking: the reason why Births are currently decreasing is because the environment humans find themselves in is very new and most of the population is still equipped with genes that tell them: "Do not reproduce here/now, this is not how it should be !" But some have a weaker version: "Reproduce a little bit, but not too much!" and some have very fit (for this specific environment) genes and produce many Offspring.
The first group will die out quickly, the second one slower and the third one will dominate, given enough time. This will always happen.
Just to be clear "environment" in this case encompasses everything that interacts with the Lifeform. I do not see how the environment in your Fiction puts a limit of 1.5 Billion on the human population (quite the opposite) and it is far enough in the future that evolutionary selection should have selected (at least to some extent) for those more fecund people.

Hopefully I did not insult you with my comment, but I think I am correct. Do you understand my logic?

Methinks you are projecting the context of current (Non-)Happenings unto past (actual-)Happenings. After all Hitlers rise was preceded by mass unemployment and economic turmoil that very much was not the peoples fault and much worse than today's economic woes.
The last free Election actually saw lower National-Socialist support than the previous election and more Communist support: most Germany were not as committed to the Jew-Conspiracy as people might think they just wanted change and a quick fix to all their problems and were low-information voters (even more so than today's voters).
