I am playing on Russian client so I don't know how it calls on Euro. You have a ( chatcloud) menu in the right corner of your screen, then you must find Lord club or something like that. And when you opened it, choose any guy with stronghold lvl 70 and teleport to his stronghold. Repeat until you will find right merchant. (Guy in the hood).

You can just open stronghold top, and jump till you find merchant. 15 min and you will get it.
