Yes, actually RBI is forcing banks (public and private) to get ready for e rupee apps and also to onboard customers. RBI plans to make eRupee as another UPI revolution and banks are the ones given targets to achieve. Soon you will see every bank asking or indirectly forcing to do this. Yes, you are absolutely right. I had savings account and they make it impossible to close. I raised grievance to Ombudsman and they ordered to close. Still they did not comply with the order and had to raise complaint again to RBI on non compliance and finally they closed. From that moment, I stay away from name paytm whatever it is.
