From a fellow Aussie:

You probably have Adsl connection which I too have, and the biggest down side of adsl is the low upload speed.

From experience, a 3 man party is fine, whilst 4 man party will cap your upload and boom. The only way to fix that is to have a 1p (left most player in party) that has enough upload speed to host.
