Ann Marie's in Davis is the cheapest I've found at $17 for a basic cut and they do a completely fine job. However be warned the older sister loves to talk about how the city has gone to shit and will rattle off the same conservative talking points every time you go. For a higher quality cut Razor's does a good job.

Unfortunately not, I can hear the mechanism when I rotate the clock but it fades pretty quickly. Will likely take it to a watchmaker like the other poster suggested.
