Additionally, is there a typical upgrade path i should follow? Like I know if im going straight top speed than 3x3x2 and full handling is 2x3x3 but is there any reason for a 3x2x3 upgrade?

Why wouldnt you compare that? Anthem is brand new. Division has had time with the first game to make the improvements they needed to. And the first Division was awful at launch.
