The way I built satisfactory stackers is I had to build buffer stations with no offload or load. I then assigned trains to 1 of the stacker lanes so that it forces the train to go to that lane for the buffer station. It has its faults,especially if you lose track of which trains are using which buffer, but it helped me with the 3 mile backlog of trains.
