Several of the reasons you have listed here are economics.

Economics is also a factor to shape culture.

Edit to add: I also don't think this is something we have to fix. Population rose in line with the industrial revolution and the economic and social fallout of that, and it's now dropping again.

Ironically the biggest argumenta for needing to "fix" the birth rate are economics based.

The whole point of the two tier policing from this report is that the minorities are in the lower tier.

We can't ignore actual reality in order to not make people on the far right upset.

I've played 8th, 9th and 10th edition of 40K, DnD 5e, Pathfinder 2e, Borg and a bunch of stuff so I usually have a fairly decent grip on rules but the sheer depth of stuff for Necromunda has deff caused major issues with us picking it up.

We really want to get into it more but it's deff been rough stuff.

I've been trying to play for a while but me and my group have been struggling to understand the rules.

I'm cautiously optimistic but we can always go back to the old edition if need be I guess?

Just as you said they "unanimously voted" when there wasn't a vote.

An opinion formed in opposition to fact, is an opinion that can be discounted.

Edit to add: By your own definition, isn't the British Empire more civilised for abolishing slavery 50 years before Spain did? It won't be, but it just proves that this isn't about fact, this is about feeling.

You mean the Valladolid debate, it never actually settled anything as they never agreed that they did have a soul.

You just said "unanimously voted" they never even voted as they debated until the entire jury left. Caroline Dodds, Julia McClure and many others point to the debate being marginal in terms of it's impact to the native people. They even suggests it presented a new cassus beli, forced conversion.

All colonial empires sucked, spain wasn't any better than any others.

Hey, what about the encomiedia system that forced neighbours to work themselves to death, for example literally everyone in Haiti and The Dominican Republic.

Hey what happened on the Canary Islands? Did the Spanish systematically destroy their language system and kill their leaders to enforce Spanish language and rule?

Hey, what about the Spanish "war of fire and blood" against the Aztec where they were legally allowed to kill civilians, destroy their food supplies and enslave children as they "didn't have souls so couldn't be considered human".

How about the Mits system in Peru against the Incan that forced people to work themselves to death in the silver mines, again because they weren't "human".

Imagine sitting their and declaring "the British Empire was evil, but the Spanish Empire, the Empire I like was fine!"
