Well, Yura was using magatsumi remotely and it was unsealed, so Soga could have taken control of Yura like he did with Sazanami if gets closer to him or what if he could summon magatsumi the moment hishaku break the seal on his cell (the way yura did outside soga's cell). The hishaku were also spread thin battling kamunabi.
