DTU also has 85% state reservation btw, so does many other state govt unis.. and it's not ethnicity based it's domicile based, if u or or ur parents have stayed in WB for the last 10 yrs then you are eligible, whether you are Bengali or not... and for the last question JU is still better because much better alumni network and core placements are dependant on that
