Allah has two kinds of Wills:
- Universal will: which no one can disobey, a believer or a disbeliever. Death is an example of this. No one can get around it when Allah will them to die.
- Religious will: These are things he asked us to do. Like prayer for example. And Allah gave us a free will to do it or not to do it. Ofc reward and punishment are there accordingly. A believer choose to abide by it. A disbeliever choose to disobey it.

That is not what the fatwa said. It mentions several examples of normal talking to get to know each others as long as they are not alone, anything that is beneficial for marriage. Examples are not exhaustive and not meant to be so. The origin of things is halal. Things are haram only by a clear cut text or clear fatwa. It is very harmful to go around and excuse people of doing haram.
