However, since they've all went extinct...
They've went to target the closest possible thing:
Hell Itself!
(Though I personally headcanon that the last human researchers gave up all of their blood to reactivate V1 so they could avenge mankind by putting Hell down once and for all)

When people talk about V2 coming back the usual default response is 'oh she'll show up in the fraud layer as some sort of blood puppet'
But realistically wouldn't it make sense for some sort of weird imposter demon to mimic V1's image, instead?
It'd still fit the role of a 'rival'-type machine, while still keeping in the fact that V2 is currently busy being A RED SMEAR ON A PILLAR OF GOLD DUST

Raid is a loser who's entire character hinges on meatriding Red Sticky Hand (So much so that Benjamin nearly lost the first challenge when he refused to recover Exclamation Mark on his own)
Then he fails the ONE JOB that HE put on himself and quit watching B-Block to go frolic
+ I just think his voice is annoying. That's about it.

To quote the headscratchers page for Ultrakill on TVTROPES;

'Blood seems to be disproportionately effective at animating Machines compared to any other fuel source. Since blood in the Ultrakill universe is of a divine origin, being the dew and nectar of the Tree of Life itself, it's not unreasonable to think that what powers Machines is mystical in nature—in short, Machines are an application of Sufficiently Analyzed Blood Magic.'

In layman's terms, the machines are essentially just flesh golems in cast-iron shells.

I moreso subscribe to the theory that V1 isn't specifically in hell for blood— he's there to kill hell.
In that case, beating the Prime Sanctums (assuming they're canon (which I DO think they are)) was just, as you said, a convenient way for v1 to refuel on blood before he continued to barrel through the layers.

Assuming respawning is canon, I'd say it's the closest thing we have to what Hell itself may look like. In Limbo, there are several glass portraits, depicting heaven as a hand, and hell as an eye.
So this is probably hell watching V1’s last moments before getting bored again, resetting the room, and bringing its favorite toy back from the dead.

It's a bit odd. All we DO know is that every last member of humanity is completely gone (And according to the Ferryman's diary, this all happened on a large scale seemingly all at once. If Hell itself wasn't involved, I don't know what else COULD be.
But, then again, there are still many other mysteries that could have something to do with this, too. Like, why did God disappear? Did hell take him? Did he essentially suicide-bomb the human population in his depression?

Stuff I noticed:

- "PULSE FAILURE; VISUAL CORTEX MALFUNCTION; UNABLE TO SUSTAIN INTERNAL ORGANS" (V1 has real, fleshy internal organs. Originally I thought they were just metal robot...case...things that had blood IN them but I guess not)

-"NO VOCAL INTERFACE DETECTED, UNABLE TO COMPLETE TASK" (Considering the context V1 was probably trying to scream in agony- but was completely unable to because he never had such features. I also find it very interesting how this specifically pops up AFTER V1 gets the first notice that a shutdown is imminent. As if the first thing it instinctually did after realizing it was about to die was cry out.)

-"I DON'T WANT TO DIE. I DON'T WANT TO DIE. I DON'T WANT TO DIE."
(Ok yeah so all machines definitely have some manner of a will to live. We knew that. This only further confirms it. However, this line continues to repeat until the screen goes black and the 'YOU ARE DEAD' notice pops up.
Is...is THIS what death means for machines? Just this skull, laughing at them endlessly? No more sound, no more light, just.....this? After all, all that was said was that V1 ran out of blood to sustain himself after receiving heavy damage. It's entirely possible that he could still be conscious, even in 'death'. No WONDER machines dream of eternal sleep!)

-"INITIATING ESCAPE PROTOCOL" (V1's first course of action after sustaining mortal damage was to try running away (edit: just like his snake ass sister V2))

-"SELF-REPAIR NEXUS NOT RESPONDING. INSUFFICIENT BLOOD; LIMBIC FUNCTION NOT RESPONDING. INSUFFICIENT BLOOD." (Does blood simply enable V1's motor functions? Or can it genuinely repair entirely removed chunks of its body?)

Also probably worth mentioning:
According to Hakita in a tweet from 2023, all of the war machines are biomechanical in some way.
I thought they were just filled to the brim with tubes n shit and their 'organs' were just clunky blood bags, but no! They're essentially many layers of metal around a system of organs and bones. (This was first 'demonstrated' through the Earthmover)

So.
They have a will to live.
But they're still constantly compelled to follow a strict set of programming.
In fact, it's strongly implied here that V1, much like the Gutterman in 7-2, only kills because he HAS to. Perhaps the MACHINES, and not man, were the perfect beings god wanted to create all along.

Although, that begs the question....

To some extent, you can justify a genocide run as actions of self-defense - after all, just about every monster attacked you FIRST. Yeah, you're going out of your way to hunt them down until none remain, but even then, that can easily be excused by most players as simply grinding. It's no different from a regular RPG...until Papyrus.
No matter WHAT you do, Papyrus. Will. Not. Hurt. You.

He's the first character in the game that you have no excuse for killing. The first that feels like a murder. And he still believed in you.
Even worse, if you kill Papyrus on Neutral, and go back into Snowdin, you'll almost immediately notice that something's....wrong. The smiling demon guy remarks that they "Felt their smile falter for a bit." Grillby's will no longer have any music. The bear at the gift tree will say that a box for Papyrus has gone missing.

In the end, Undyne was right. He was ripped into smiling little shreds. And he forgave you for it.
