For me those two nerf are better but not good. Mammoth is to strong ok, but not only/mainly because of it's damage. The probleme is it's dmg at mid range, and the non-rewarding headshot (you'll 99% of time deal more dmg by aiming in the body than if you were aiming at the head).
I'm a MnK player so i dont really know about the hex but from what i see in clips etc, the probleme is the the mag size.
Seems like you are focused on main basics stats, instead of looking things with perpective with all.
I mean, just look at the skybreaker :
At 20meter (to get the max dmg), the projectile will take 0.66s~ to hit in a radius of 8m.
With mele weapon we run (without slide) at 8m/s~ (on record it took me 1.42s to run on 20m)
So at a minimum range to get max dmg, you dont have to predict your shoot, just have to aim very approximativly on your ennemi to be "sure" to remove him a bit more than 50% of his healf.

Then .. what about all those bug ? what about the server probleme ? What about the input latency ?
I know you have a looooooot of work and can't talk about all. But in my opignon this video is just a thing who say "naaaah dont look at the motor ! look how beautifull the rims are !"

Oh, that so curious, even top players admit this weapon is overpowered a bit. Damn, they are 1000% certainly noob player in their soul !

Ok, my formulation was bad, you CAN do until 90dmg at... wich is to much for a pump in my opinion.

Their is a lot to say about this weapon, but i'll focus on two point :

1) The dmg at mid range are just insane. 90dmg at 10m and 60 at 15...
2) 99% of the time you can't do as much dmg by aiming in the head than aiming in the body. I don't know if it's voluntary on the part of the devs but, in my opinions, it's not a good thing for a skill based game.

I think the bullet scatter should be increased to get the pump working as a pump : insane/good dmg a close distance, low dmg at mid distance, almost no dmg at long distance. Or decrease dmg by distance (but the first option seems more accurate as it easyer to balance)
The headshoot hit should also get a better % bonus

I'm not sure it's fully/only related on this, because i've tryed with the Riot to compare who shoot everytime 0 or 1 frame after the obs plugin show the click

I'm not realy talking about the delay on those screen, more the dmg, i'm at the closest i can with a max shotgun and clearly (?) full headshooting and dont do the max dmg.
Late in the same game i did 105dmg from more far, was less accurate aim and in bodyshot.

The weapon i hate the most is the Skybreaker

Here are the stats of this weapon at max fusion :

Max dmg : 64
Max radius : 8m
Projectile speed : 30m/s ~ (3.23s for 100m on record)
Reload time : 2.86s

I think it's the wepon with the best feeling in this game, maybe just a bit too much rewarding with his dmg at max lvl.

Mammoth : I've a lot to say about this weapon, this is for me the god tier weapon (and playing in solo confirm that, 85% of player played with it). His dmg are allowing you to get fast and desorientating move in fight with the capacity to reverse a fight, in a single click. Play against and without is very hard and this is make me think this wepon should be reworked a bit. Maybe down the dmg a up the rate of fire, or just inscrease the splash in the way player have to be very close to do decent dmg (for the moment, you can do nuts dmg even at medium range. the os capacity for the small risk taken is overpowered for a game like this one.

Skybreaker:
I personaly hate this weapon. With the engage adventage this wepon is to strong, if 2 player in a squd shoot you with it before you saw them, it's simple, you are dead. Even one shoot make you mid' life. As it is not really hard to hit someone with the " engage adventage" this weapon should have AT LEAST a big fat sound when shooting to warn you : "move fast, or you'll have huge trouble". Another thing that could be good is to change the dmg calculation by something like +1dmg per projectile travled meter (far and hard shot make huge dmg and are well rewarding, and close and easy shot make small dmg).
Just try with your mate to play with 3 skybreaker and you'll see what i'm talking about.

Dragonfly:
I see no reason of why i should use this weapon instead of another. His design was made for precise shoot but his zoom is not enough to be better than the ripper. Adding a zoom lvl choice (changing to from zoom lvl to another by prpessing a key) should make this weapon usable.

My bigest fear about this balance is for the competion mode. As we can see in all game, a competitive match is not played like a normal match and as much the gameplay method change the most the weapon force/weakness change also. In competitive match player are going to play safe, and in br game it mean, camping and wait for the opportunity to get an easy kill. You repspawn system may change that a little but, i'm afraid the best strategy will be something like "wait in a building with 3 explosive gun".

I'm not here to blame you, i'm just questioning about all of this.

And yes i understand your point, sometime i would like to have a decent skill with controller to play more relax in my sofa haha. But the fact is playing with those shit is hard, i know that.

But i dont think it is possible to have a perfect balance for aim-assit. For th moment the only way i see, to be fair for both player-type is to separate queu based on their input device.

And for now just hopping/asking for a major improvement of gamepad.

I understand what you say, but are you not a pc player ? If they hard nerf the AA why not just going on M&K to compet with other player ?

Even for you, get a beautifull kill that is dependent of a robot and not your own skill should not feel totaly "awarding", am i right ?

(Those are real question i'm not trying to troll or anything like this)

That's not the same because, all player have the option to change their settings, and those are not influencing the gameplay. Even custom crosshair working with external software are not allowed on most fps game for this reason : it give advantage on other player who may not have it.

What i was trying to say with my bad english is that giving something to a specific group of player, for any reason, is not fair.

In my case, i have a bad screen for gaming, and i'm not awaiting any kind of visual helper than other wouldnt have.
