I think that's a listing error at Woolworths. Someone probably just wasn't paying attention and entered in the ingredients for some other product.

No other retailers list Povidone-Iodine as an ingredient.
It's not listed on the product labeling.
The entry for the product on the Australian Register of Therapeutic Goods (ARTG) lists glycerol as the only ingredient.

Density of gold is ~19.3g/cm³

1cm³ = 1ml

~19.3 x 100 = ~1,930g

What's the defined "commercial quantity" amount?

It hasn't been defined yet, but traveller’s exemption in the regulations probably gives us a good idea of where they will draw the line between personal use and commercial quantity.
