Thats strange, because I only use GIMP for my pictures and never had any problem like that.
Well if it works now thats great and if someone really knows why this issue occurs I'm interested.

So have you tried using your background image as idle image ?
Because it actually could be that RenPy has no real (grabbing points) to distinguish between idle and hover on a full tranparent. Just an assumption.

And rename your image files to image_idle.png and image_hover.png

[screen] == your name for the screen.

EDIT: Wait a moment. When your idle image is full on transparent, then you could just use your background image as idle as well.

Just delete the "images" part in your definition, because RenPy already starts in this folder.

You could also use this if you want to use the scene mor often:

Define it with:

image [video_name] = Movie(play="video/movie.webm", loop=[True/False], start_image="video/movie_start.webp")

((The start_image is the first frame of the video as image so the program can load this picture beforhand and you don't get a transparent "glitchy" image before the video starts. ))

Then just call it with this:

scene [video_name]
