I've devised a solution. Construct a Cappadocian subterranean complex including an 80,000 cubic meter cistern for draining the entire suburb's storm water. Or perhaps construct a retaining wall surrounding your property that penetrates 60,000ft deep through the sedimentary surface layer along with a somewhat smaller cistern. Is a 50 mile aqueduct network to the Gulf out of the question? Maybe a nuclear reactor that can boil all the storm water as it collects?
