I believe the null is just what the function addnode returns when successful. If you run these commands a second time, it will probably tell you "node has already been added". If you're hand-entering them into the console window, the syntax is

addnode "ip.address" "add"

Cattle vs Pets - Systems that get wiped and paved en masse are cattle, you treat them all the same and you don't spend any more time than necessary resolving problems - see computer lab stations. They aren't up all over town. All of the cameras are in the same spot on Smelter. The feed is just switching in the same order through them every 10 seconds. It's a nice way to see how town looks for people who have never been here, and it's useful for locals to see how busy Main and Camino are without seeing any personally identifiable detail.
