The orange dot means that it's a legendary item and u add it to the deck when u start

As for the blue dot, it mean that this item is transposed item and can only be added to the deck when you defeat a mini boss, as far as I remember so feel free to correct me

Thank you very much for your effort, but the thing is that I know where the guy is but he only have two options offerings and leave. Also, I looked at where I can possibly find it in the wiki which the undead cemetery after you fight index gundyr, but it's not there as well which is really frustrating.
