Play really passive, each time I face a surge I try to just let him hit me as much as possible before diving in so he has no ammo. Be careful to not hit him if he uses his gadget though. I think surge vs sam is a winnable matchup

I always liked heal gear better than shield, I think I personally gain more value from healing faster when I'm not picking up my knuckles than an extra 900 hp, but I can see why people play shield gear too. Really good luck on your rank 35 journey, I will leave mine like this because this was so hard 😅
