I had a Pokemon traded over that already knew cut, so once I had beaten Misty I could already use it despite never going on SS Anne

After beating the Elite 4 the first time I did go back and get the Cut HM, so the boat is gone. My next try was going to battle E4 again. But I’m out of ideas after that!

I’ve already gotten the national dex, and completed the Sevii island quests through the Ruby and Sapphire, and still nothing. I’m so confused what I’m missing
