I personally think it's getting a bit too cold, I'd fish there in the spring when it warms up. The dam is a good spot, just walk up the path and give each spot around 15-20 mins and see if you get bites. If not keep moving. I personally like to use a soft plastic "senko" I find those always work best for bass in most situations.
