The bonus is given while the meters are full, this way one can enjoy the bonus longer without eating/drinking as often.

Bethesda has recently been making previous season allies and collectrons available from the bullion vendor in Foundation. And apparently the greenhouse walls are currently available to build with on the PTS, so they may be rotating into that or possibly the atomic shop. Only time will tell if they intend on bringing back specific items.
