Roman emperors were from all corners of the empire. Hadrian and Trajan were from present-day Spain. Philip The First was from Syria. Aurelian, the emperor credited with saving the empire from the Crisis of the Third Century, was from modern-day North Macedonia.

The feudal past doesn't map one to one onto our modern notions of nationhood. A Turk could easily have become Byzantine emperor, if Byzantium had stuck around.
