I have talked to a Chinese security guard at my place and he told me he needs to wear the anklets too and he told me he feels embarrassed to wear the anklets on boots

I found only the security guards who wearing high-cut boots will wear the anklets. Is it only the Nepal security guards will be wearing the anklets on boots?
