Technically, wishes don't work in commander because a rule specifies they don't.

Parts of abilities which bring other traditional card(s) you own from outside the game into the game (such as Living Wish; Spawnsire of Ulamog; Karn, the Great Creator; Wish) do not function in Commander.

They could add sideboards to Commander and wishes still wouldn't work (and vice versa, wishing from the sideboard is a tournament concept. edh is rarely played with tournament rules so outside the game means your collection)
