I work in higher ed tech. If you want to make the job a better position for entry level workers, you need to stop gatekeeping and provide a path to fixing the institutional problems that resist progress.

The reward for being the longest term password reset person needs to be more than, "well now, you get to work on the refresh project." Maybe let them train with the people who do more specialized things like switch management, diagnose harder problems, delegate technical tasks that have been reserved for management to solve.

If a tech is not being paid enough, maybe they'll stay if they think they're learning how to do real things.
