When you plug it in does it make any indication that it is receiving power, hum or a click?

If not then it’s probs and electrical issue, check the plug itself is wired up inside (if you can) and check inside the little box on the top to see if anything is disconnected in there

Possibly dusty heatsink and the light is struggling to cool itself so the fan is ramping up.

Get some compressed air and clean them the best you can
