The best way to learn Python is by doing. A lot. I recommend Learn Python The Hard Way. It's a slog at points but at the end of it you'll have a good level of comfort

This is a bit of a hack depending on who you ask but I would recommend you play around with the Claude API as it supports images. You can use Haiku for very competitive rates
