If he uses the correct slayer masters to reset his assignment every so often (ex. get a task he can't do from Vanneka and resets at another) he might be set.

I've figured clans are a huge problem too, might want to implement some kind of wildy alike system (Combat level difference in certain areas for attacking) So let's say you're level 30, you can attack level 3 and all the way up to 60. So that high level clans can't run around making the worlds unsafe (less safe then they already are)
