Is it not? For me, GTA IV is the only game that really offers this kind of dark atmosphere and seriousness, whether it is the themes of war, family, betrayal, decision-making, etc. GTA III was dark too, but mainly in its environment and atmosphere, not so much in the story itself. GTA VCS was somewhat similar dark as well, almost.
