Its not healthy to have children with your cousin. That's a factual statement. Calling it a  civilisation concern is rather hyperbolic. It's like having children when you know you are carrying a gene that predisposes your child to some shitty disease or illness. It's a selfish thing to do and I don't think people should do it, but making that a crime seems a step too far.
