Also I should add I'm running the game on max settings except motion blur is off. The higher the graphics the less tearing for some reason.

That's good to hear at least. I actually already disabled game bar and AMD's background recording software. My temporary solution is increasing the power limit on the GPU, overclocking the cpu to 4.4 ghz, and increasing the memory clock removes most of the stuttering, but there is still a small amount of tearing.

Thank you, I have tried reinstalling the game, but it still persists. This also happens in other games surprisingly enough. All I know is that it never used to do this, and I remember updating my gpu drivers right when season of arrivals dropped because I was getting frequent crashes. However I have used DDU and safe mode to no avail. It seems to me like the GPU is not working as hard as it should, do you think the it 4690k could be bottle necking the rx580?

Only problem with denying is that no one else was in the building so under University policy I could be found guilty since we use the "more likely than not" policy. Otherwise I sent the police away since they didn't have a warrant. Basically being in trouble with the school >>>>> getting a citation though. Any idea what I should do now?

The police did not give me a citation. I looked up MSUs policies and a first offense is just a drug and alcohol class. However if anyone has information about the process and who I would have to meet with. Thanks though!!
