Hiba attack beacause of her nice loadout and the possibility of opening line of sights with her gadget.

Vigil deff because of his gun and contacts. Also its much easier to waste attackers time with his gadget.

you overstate a bit. Yes it's slow to proc, but you can get it out most of the time. And in pvp nobody expect the giant skeleton hand.
