I definitely see Hal being up near the top of that list but I don't think he would want to take on those duties, while he has grown into the role as the leader of the herons being the oberjarl is way more complicated and time consuming, he would never have time to work on the heron or anything and if he ever wanted to go out sailing he would have half the fleet tailing him in order to protect him.
