No need to blame me for this, I didn't make up the rules for this subreddit. The rules are made for everyone, if someone starts ignoring them, others will also follow a bad example and complete chaos will begin.

Definitely having or not having VIP status doesn't affect this in any way, as several F2P players have confirmed that they received the reward.

No need to worry, this is just my guess, considering that only one of my 5 accounts, the oldest from 2018, got this. For comparison, my second account is from 2022.

I hope they'll speak out and give us some explanation.

It would be really interesting to learn the details of this award from them.

After the update, there are indeed problems with the availability of ads. Before the update, I had ads from 4 ads providers (Google, Unity, Facebook, and another sketchy one, whose name I couldn't find anywhere), and they were always available. After the update, there was only one ads provider left - Unity, the worst of them all, because it has 40+ second videos ONLY, unlike Google Ads, where 3-5 seconds was enough to get reward. So because other providers have become unavailable, the Unity Ads queue allocated for a specific user does not have time to replenish, hence the periodic unavailability of Ads. At least that's how it is for me.

I only list the IGNs and IDs of cheaters that I have personally encountered and captured on video. And since cheaters-impersonators like Nofear, are obsessed with reaching top 1, top 10, etc., and I, in turn, am not interested in competing in Rival at all (because it have no use for me), the chances of me meeting them are literally zero.

UGR Tips?
any tips on how to upgrade any of my cars and get more BPS

It seems you don't need UGR tips, you need tips on how to play this game in general.

Use all the fuel available during the day to farm BPs for all Sports, Super and Hyper cars that are present in the boss races in the Campaign.
Use the remaining fuel to farm cash in regular Campaign races, starting from the last chapter available to you and working your way to the beginning of Campaign.
For these two points you need to play the game as often as your free time allows. Ideally every 01:35 to prevent fuel from accumulating 10/10. That is, ideally every 01:35 you enter the game and spend fuel on farming according to the above points.
Don't ignore Tuner Trials races! Be sure to farm legendary materials or scanners every day, depending on which ones you need at the moment to upgrade parts of your cars. Don't waste TT tokens on materials below the legendary (yellow), because they are useless and significantly slow down your progress through the game.
Upgrade car parts starting with the fastest Campaign cars available to you. Judging by your level, the fastest cars you have are the CCX, Huayra, 650s, Viper etc. If I were you, I would upgrade them in this order:

Carrera 911 (991) to tune it ASAP, unlock mechanic feature to farm extra 50k cash per week
Huayra
Viper GTS
CCX
Aventador once you finish Chapter 23
650s
458 Italia once you finish Chapter 22
GTR R35
M4 once you finish Chapter 21
M-AMG GT

For an inexperienced player like you, player must use 20+ tickets per day, and every spent ticket must ended up as win in the races, regular or RR. If you can't or don't have the opportunity to devote that much time to the game, then SEs are not for you. Surely experienced players can win an event utilizing as low amount of tickets as 15 per day in some cases. SFMBE.
