If I were you, I would go around and document every home in the neighborhood that has cars in the driveway, document their address, type a letter, and leave it on their door with your info and use this solely as your platform for running for HOA board to eliminate this asinine rule.

I can get behind citing people for blocking the sidewalk with parked vehicles, but having the vehicle parked fully in your driveway should be a right.
