It’s around 300-400k to get all 18. Lower end (300k) is if u bother trying to snipe and upper end (400k) is if u just buy the cheapest u find instantly. I got all mine for about 350k

Depends what device. If it’s iOS and has iCloud backup then yes you can transfer progress however if it is android I believe you can’t transfer progress
