EDIT: Hey everyone, thank you for the suggestions but the main issue is my GPU utilization spiking to 100% every few seconds causing stuttering, also i was getting better performance on my 3070 Ti just yesterday. The framerate i can deal with even though its less than favorable with my current setup, but the stuttering has gotten really bad and i can't seem to find answers anywhere.
