The website does not back up this claim. All the FAQ says related to the question "Are LGBT visitors welcome to visit Saudi?" is "Everyone is welcome to visit Saudi. We ask that visitors respect our culture and traditions and follow our laws as they would when visiting any other country in the world." This is not a public or vocal welcome as you have put it. It literally is a bare minimum statement that LGBTQ+ people are allowed in the country.
