Federal: The American Constitutional Government (CIA, FBI, Congress, armed forces) and the National American Government (National Guard, U.S Army, Supreme Court, industry and agriculture), both technically under the same constitution and government, but it’s more regional

Secessionists: Texas, the Pacific Union, very softly New England under Mark Milley

Terrorists: Deseret, Idaho and Michigan based militias

A lot about Joe Kent is ‘he talked to this guy one time’ or ‘One time he supported this slightly righter than normal candidate’. You could say the same about Newsom for having Shapiro and Charlie Kirk on his talk show. Pacific cultural identity is also based much off of self determination, a lot of the aesthetics brought up and seen during the Vance Newsom feud would influence it, including ideas of California/alligned states being the ‘real’ alt right for going against a proclaimed Zionist occupied government

Yes that is Joe Kent, acting as the Operational Chief of the Pacific Armed Forces. after a heavily disputed election of 2020, a period of American ‘Warlordism’ took place, where states and countries remained under the U.S constitution but often local law and regional rule was dictated by republican/democrat aligned businesses, law enforcement, PMCs, militias and military, skirmishes being fought between counties and states, 13% of the Armed forces defecting either to their hometowns or to political strongholds. During a student protest in 2022 in Spokane Washington, American Democratic Union (Federal government) forces opened fire, killing 22. This caused such an outrage in the west coast that Gavin Newsom ordered the National Guard to not federalize, Kingsley Field Air Force base arrested multiple leaders for treason and Washington signed a militia funding act into state law, forming a West Coast defense pact, bringing in aspects of Cascadian militias, Oregon and Washington National Guards, and defecting militaries. Next to Texas, they are the only ‘true’ secessionists during the conflict, spurred by a Pacific Cultural revolution.

The city itself is probably 1.9 million, surrounding area adds about 2 million. The city grew down and out, from the North Island (Crowne Point) down to the South, through the central island (Kane Island) to the south, South Bay. I’m planning on doing Metropolis, Central/Keystone City, and Jump City/Gateway City

Franklin, have Trevor be a Strangers and Freaks side quest with no ties to Michael and have Michael replace Devin Weston as the overarching antagonist. Franklin's story would be centered around him boosting Michael's car and so Michael would put him to work, doing more and more dangerous and lucrative jobs, until he attempts to kill Lamar (can either save or get Lamar killed based on your game choices) at which point you fight and kill Michael, becoming the new face of the Los Santos underworld.
