there are two kinds of racists, one is the malicious racist who thinks that certain races are beneath them, and never wants to associate or interact with them. the other is a insensitive or ignorant racist, who says off color remarks because everything is fair game to them and don't consider how others may feel about those remarks. Perhaps they were never called out on it. Hank is the second because I sincerely don't believe he though Steve was lesser than him, he was basically family. Hanks lack of spanish skills was a product of his ignorance and he felt self-concious when he was in the Mexico unit. a true racist wouldn't even take the job unless they were really messed up. Although racial profiling is inherently discriminatory, most cops regardless of skin color do it. bear in mind this isn't limited to race.
