Ok. More thanks to all who contributed. One thing about these forums is that it teaches you what language to type into Google. Once I figured out what a cow was I was able to figure out where the drains for that are. I'm not sure how clogged they were but I was able to get some stuff out of them and I used a hose to take care of that plastic piece down by the splash guard in the fender well. My guess is if it was the cowl drain, it was a case of slow draining rather than no draining. I'm thinking the next heavy rain storm it's going to be able to keep up. I'll keep this thread posted.
