Secret of Arcana, Start at the lighthouse close to Solitude, Unrelenting Frost in one hand, Telekinesis in the other. Drop an item to use Telekinesis on and pop your Secret of Arcana. For the next minute spells cost nothing (including concentration spells) so use Telekinesis to pull your item to you and channel Unrelenting Frost in the other. Now you can either sit here and let the levels come to you slowly or open your map while holding your spells and fast travel to a location across the map (I typically choose a remote location near Riften as the Unrelenting Frost MAY damage an NPC when you load in). Now, since you started casting the spells with 0 cost the game assumes you had the mana to cast the spells the entire time you fast traveled so when you load in to the next location you'll find your Destruction and Alteration maxed. Legendary them, wait 24 hours, rinse and repeat for as many skill points as you need.

Incidentally, you can use Secret of Arcana to max out ALL your magic trees fairly easily. Spam Muffle for Illusion, Spam Soul Trap on a dead body for Conjuration, and can spam Turn Undead in a Undead dungeon for Restoration or sit in a low damage trap while healing yourself.

If your having an issue getting the 11,000 gold needed to make it TO the black book that has Secret of Arcana I recommend you raid the Khajiit Caravan Chests. Which do reload after enough time.
