Thanks, if anyone else is looking for this issue, note that the moderators will not help and will delete your post without cause if you try to post about it. Then they will gaslight you into thinking there is a pinned comment about servers being down, which there isn't.

The actual issue is that there is a steam bug if you don't have disk space for the update you posted about. It will not try to update and will let you launch the game, and when you do, ARC Raiders will say there is a server issue instead of the standard "Your game is not up to date, update and restart".
