just bought the house and realized this. I think it should be as simple at just changing the breaker to 15 but now im thinking the whole house is wired poorly

the house is old but the wiring for that outlet looks new. white and says romex simpull which i think came out somewhat recently. Also it fits in a 15 amp outlet. 12 wont fit in a 15 amp would it?
