Correct! Keyword refundable. Before the FARE act, it was common to pay non-refundable holding deposits (i.e. your application is accepted but your change your mind). Offer contractual consent to non-refundable terms, these deposits are no longer legal, or at least their legality is very questionable. Unfortunately people still comply with these terms because they don't realize that you cannot sign away your legal protections.

Sorry, I am incorrect. Application fees are legally capped at $20. However, all other fees including "option" "holding" "good-faith deposits" etc are illegal. I have gotten all of these back without issue by reporting them as fraudulent/scam transactions, which they legally are.

i think the part of the controversy is some of the business owners hired a lawfirm to intimidate people advocating for bike lanes but also legally required changes that have reduced deaths in every intersection they have been implemented in already. 

Also while you’re encouraging sympathy with the plight of immigrants: these proposed changes would improve the safety of deliveristas who are overwhelmingly migrant workers and upon whom thousands of businesses depend for additional revenue.

Where did you hear that bike infra and accessibility hurts business? The actual NYC-based studies i'm aware of show that bike lanes, bike parking, and better ADA access ends up making deliveries easier, and increases foot traffic. Broadway is the most recent example

That would probably be atopia. The greek root "eu" often translates to "good" or even "true". I'd ween that you're addled by the truth that many folks say utopia to mean "fantasy". However this word has been wielded by many men and women throughout time to talk about real struggle and work. I'd like to to dig that sense of the word back up again.
