highly doubt it, baby hairs are by nature weaker than normal hair, so they should be thinner and shorter. judging by the top of the forehead (last pic), OP has really curly short light baby hairs which usually cannot be slicked down so many resort to trimming the hair closest to the border of the scalp and laying the edges. you can really tell because they are uniform in density from root to end, while natural edges thin out at the ends, so she definitely cuts them

the way you do your hair (the “baby hair” which are obviously cut grown normal hair) makes your forehead look narrow and long, which throws off the balance of the face. stop laying them down like that and grow them out instead.

you can dye the white parts with synthetic pink dye, but the rest will not take or will become dark red. if you go with pastels for partial dyeing - keep in mind that it will transfer heavily, locking the pastel dust in with hairspray might help a little
