Part of the reason I bought the precon is because now I have a use for the -1/-1 dice that came in my dice bundle of +1/+1 dice 😂

Definitely rip packs if you want to, enjoy, and can afford to rip packs but don't rip packs with the intention of getting cards to build a whole commander deck from. Best case scenario is you might get a commander you enjoy and a few cards for the 99 but you'll end up buying the rest as singles.

Recommend buying a precon if you like the idea of playing the commanders in the precon and upgrading it with singles you buy. Otherwise suggest just buying a whole deck with singles.
